Khyber Pakhtunkhwa’s prison administration has launched an extensive overhaul across its penal facilities, introducing digitized healthcare, vocational training programs, and upgraded dietary standards for inmates. Inspector General of Prisons KP announced these sweeping reform initiatives aimed at replacing traditional punitive detention with structured rehabilitation and skill development across all regional jails.
Inside Central Jail Peshawar, industrial looms and wood turning lathes now run on regular shifts. Inmates who previously spent sixteen hours confined to overcrowding barracks now manufacture school furniture, weave heavy-duty textiles, and repair government vehicles. The initiative forms part of a broader policy shift spearheaded by the KP Inspectorate of Prisons to convert high-security facilities into productive technical centers.
Under the revised operational framework, every facility across Peshawar, Mardan, Haripur, and Dera Ismail Khan now operates a dedicated technical education wing in partnership with the Technical Education and Vocational Training Authority (TEVTA). Inmates receive standardized instruction in computer literacy, industrial electrical wiring, plumbing, and tailoring. Certified courses offer qualifications recognized by public sector employers, enabling former offenders to enter the labor force upon release.
Healthcare delivery within the correctional system has also undergone structural modifications. The prison department installed a centralized electronic medical records system that links jail dispensaries directly with tertiary hospitals in Peshawar. Medical staff conduct compulsory screening for blood-borne viruses, tuberculosis, and psychiatric conditions upon intake. For acute psychiatric care, dedicated counseling units now operate within Central Jail Haripur and Central Jail Mardan.
Despite infrastructure improvements, structural pressure remains intense across the province. Khyber Pakhtunkhwa’s 14 primary jails and supplementary sub-jails host over 14,000 prisoners, exceeding the system's sanctioned capacity of approximately 10,500. Under-trial prisoners constitute nearly 68 percent of the total inmate population, highlighting chronic bottlenecks in court disposition rates.
To mitigate security risks associated with population density, prison authorities installed solar power grids across eight major facilities, ensuring uninterrupted ventilation, clean drinking water filtration, and security lighting during power outages. Furthermore, high-definition video-conferencing facilities now operate across major jails, allowing courts to conduct preliminary hearings remotely. This measure reduces transportation hazards, lowers transit expenditure, and prevents judicial delays caused by security escort shortages.
Dietary allowances have seen a parallel adjustment. The Inspectorate revised the weekly prison menu to incorporate verified caloric targets, fresh produce, and standardized meat distribution supervised by certified food inspectors. Regular surprise inspections by district session judges and prison administrators enforce these nutritional standards across all mess halls.
Legal aid desks now function within all central facilities, staffed by lawyers assigned through public defender networks and human rights non-governmental organizations. These desks assist indigent inmates with bail applications, appeals, and legal advice, targeting the backlog of minor offenses that contribute heavily to facility crowding.
Educational incentives form another core pillar of the rehabilitation model. The prison department waives sentences by specified periods—ranging from one month to six months—for prisoners who successfully pass formal educational examinations, including Matriculation, Intermediate, Bachelor's degrees, or Quranic memorization courses. Over 1,200 inmates across the province earned certified educational credentials in the past year alone.
While rights groups advocate for faster court proceedings and expanded non-custodial sentencing options, the immediate operational strategy in Khyber Pakhtunkhwa prioritizes humanizing institutional conditions and delivering market-relevant skills to reduce recidivism rates throughout the province.
